At the heart of local government resides the duty to provide quality service delivery to all citizens. However, local government officials are often bound by limited resources and not always to meet citizen needs in a timely manner. During the rainy season in Iraq, Wasit suffers from a combination of heavy rainfall and uncontrolled torrents of water from neighboring Iran, leaving part of the province paralyzed. While the Governor’s Office has always done its best to respond to resulting flooding emergencies, Governor Malik Wadi expressed his desire to improve the province’s ability to respond by being prepared for emergencies. The Administrative and Financial Affairs Directorates (AFADs) have passed the ultimate test of fiscal decentralization and earned the trust and respect of both the Ministry of Finance (MOF) and local officials by successfully completing the financial procedures for Jan. and Feb. 2017. TRASH WOES IN KARBALA RESOLVED: NEW GARBAGE BAG PLANT FULLY OPERATIONAL

In Nov. 2016, Karbala Municipalities Directorate (KMD) established a plastic bags manufacturing plant, a $55 million investment, to resolve a chronic trash collection problem in the province – the inability to provide garbage receptacles for the homes. The distribution of bags, rather than receptacles, provided an affordable solution that would better facilitate trash removal from homes and help improve solid waste removal service. The plant has the capacity to produce 1,000-1,200 bags per hour and employs ten people.
