PUBLIC POLICY DEVELOPMENT GUIDE FOR IRAQI LOCAL GOVERNMENTS
The Iraqi Constitution and the Law of Provinces not Incorporated in Region (Law 21 of 2008
as amended) sets a role for Local Governments as actors developing local public policies. This
role is to be played in the areas of the shared competences in coordination or cooperation
with the federal ministries. This role includes making local laws and the adoption of policies
that are in the interests of the public in the local government area. Public policy will reflect
this interest in a publicly accountable way.
