Mohammed Koja Facebook, Mar. 6: On Mar. 6, 2017, the High Commission for Coordination between Provinces (HCCP) held a meeting attended by Governor’s Offices’ representatives and Health Directors from the provinces included in Law 21. They discussed the transfer of Ministry of Health (MOH) functions and its applicability to provinces and Directorates of Health (DOH), taking into account the constraints and challenges facing DOHs in exercising the authorities delegated to them. The attendees had different points of view on a mechanism for enforcing Law 21. Salah ad Din called on HCCP to assist in amending [Council of Minister’s (COM’s)] Resolution 141 [of 2016], which it considers unjust, as it froze the devolution of functions and financial allocations to [the hot provinces: Anbar, Ninawa, and Salah ad Din]. HCCP responded that the resolution would be rescinded shortly once a request is submitted to the Prime Minister and discussed at the COM weekly meeting.
